【摘要】 国家治理能力构建路径下的技术赋能方案具有纵向嵌入性。近年来，数治重心下移所引发的基层负担问题受到广泛关注，尤其是“数字形式主义”等问题的出现，折射出浅层的技术应用效率问题和数字行政负担问题，向深层次、结构性的基层治理负荷过载这一技术“负能”样态演进。基于治理权理论，本文从结构-过程的分析视角提出“权力结构—技术调适”的分析框架，对数字化背景下基层治理负荷过载的生成过程和机理提供新的解释。对A街道热线治理局部困境的分析发现，数字技术给基层带来治理关系紧张化、治理资源单一化、治理结构科层化等“负能”影响。究其原因，上级推动的数治方案对纵向治理权结构产生了负向调节效应：一是通过放大上级注意力、规则和指数的治理强度，扩展了上级治理权；二是通过对压力行政、硬性治理和形式化治理等基层治理行为的塑造，压缩了基层治理权。未来纵向推动的技术赋能创新应当重视数字技术对治理权结构的调节效应，增强数治重心下移的基层承接力。更多还原

【Abstract】 Technology-enabled platforms under the framework of national governance capacity building possess vertical embeddedness.In recent years, the burdens arising from the extension of vertical digital governance have attracted widespread attention.The emergence of issues such as digital formalism reflects not only the efficiency issues and digital burdens, but also a deeper evolution towards a structural pattern of disempowerment characterized by overloaded grassroots governance.Based on governance power theory, this paper proposes an analytical framework from a structure-process perspective, offering a new explanation for the generation process and mechanisms of the administrative burden at the grassroots level.A case study shows that digital technology has led to disempowering deviations at the grassroots level, including intensified governance tensions, homogenization of governance resources, and the bureaucratization of governance structures.The underlying cause is that the digital governance solutions driven by higher authorities negatively regulate the vertical structure of governance power.The research implication of this paper is that technology-enabled innovations driven vertically should pay greater attention to the regulatory effects of digital technology on governance power structures.更多还原
