【摘要】 中国式现代化的产业基础在于构建现代化产业链，重点是强化产业链安全。随着世界主要国家实施以产业链为导向的政策，全球产业链出现重组趋势。在此背景下，中央经济工作会议指出“产业政策要发展和安全并举”。在我国产业政策的实施过程中，中央产业政策的关注点主要是市场准入、产业开放以及产能规制；地方产业政策则通过各种优惠手段形成政策洼地，难以顾及产业链安全。基于此，我国应实施中央主导型产业链政策来提升产业链现代化水平。具体地，通过实施产业链技术政策、产业链组织政策、产业链发展政策、产业链布局政策，在纵向层面提升产业链技术能力和产业链主体参与度，在横向层面构建公平的市场交易环境。更多还原

【Abstract】 The industrial foundation of Chinese-style modernization is to build a modern industrial chain,with the focus on strengthening the safety of the industrial chain. With the implementation of industry chainoriented policies by major countries, there is a trend of global industry chain restructuring. In this context, the Central Economic Work Conference pointed out that “industrial policies should be developed and secured simultaneously”. In the implementation process of industrial policies in China, the focus of central industrial policies is mainly on market access, industrial openness, and capacity regulation; local industrial policies form policy gaps through various preferential measures, making it difficult to consider the security of the industrial chain. Based on this, China should implement a central government-led industrial chain policy to enhance the modernization level of the industrial chain. Specifically, by implementing industrial chain technology policies,industrial chain organization policies, industrial chain development policies, and industrial chain layout policies,we can enhance the technological capabilities and participation of industrial chain entities at the vertical level, and build a fair market trading environment at the horizontal level.更多还原
