【摘要】 抗战初期，淮南根据地金融发展面临严峻考验，日伪对法币的打压日渐严重，国民政府却疲于应对，且断供根据地军饷物资。中共遂发行货币，展开货币斗争以改善经济，巩固根据地发展。斗争以皖南事变的爆发为节点，分为前后两阶段，其政策与实践亦由被动逐渐转为主动。货币斗争的主线为与法币的关系处理问题，禁止伪币流通则是一以贯之；并以掌控发行和回笼渠道为切口，为流通领域合理“减负”,有效控制物价波动。与此同时，根据地将贸易管理、发展生产与干部培养作为货币斗争的辅助措施，用以巩固斗争成果。通过货币斗争，中共逐步构建了以淮南币为根基的区域性独立货币市场，并以货币斗争为支点，推动淮南根据地经济协同发展，有力支援了抗日战争，提高了民众对根据地的政治认同感和归属感。更多还原

【Abstract】 In the early days of the Chinese people’s War of Resistance against Japanese Aggression, the financial development of Huainan resistance base faced a severe test. The Japanese puppet regime imposed more and more restrictions on legal tender. The Communist Party of China(CPC) thus issued currency and launched currency struggle to improve the economy and consolidate the development of base areas. The war took the outbreak of New Fourth Army incident as its focal point and was divided into two phases, with its policies and practices changing from passivity to initiative. The main line of the currency war is to deal with the relationship with legal tender, and the prohibition of counterfeiting is consistent. By taking control of currency issuance and withdrawal channels as a starting point, the Party rationally reduced the circulation volume to “lighten the burden” on the monetary system, thereby effectively stabilizing prices. At the same time, the base areas adopted trade management, production development and cadre training as supplementary measures to consolidate the results of the currency struggle. Through the struggle, the CPC gradually established a regional independent currency market based on Huainan currency. With the currency struggle as the fulcrum, it promoted the coordinated economic development of the base areas and provided strong support to the Chinese People’s War of Resistance against Japanese Aggression, and thus enhanced the political identity and sense of belonging of the people in the base areas.更多还原
