非正式环境规制对大气污染的影响研究——基于中国284个地级市数据的实证检验

【摘要】 基于2010—2021年全国284个城市的面板数据,运用面板数据模型,实证检验非正式环境规制对城市大气污染治理的影响效应,并对区域异质性和污染物类型差异进行分析。研究表明:非正式环境规制对城市大气污染排放具有显著的抑制作用,该结论在经过稳健性检验后仍然成立;从区域异质性来看,非正式环境规制对大气污染物的负向抑制作用在东部地区表现得更为显著;就污染物类型差异而言,非正式环境规制对工业二氧化硫排放的影响最为突出。基于上述研究,提出以下建议:政府应充分发挥非正式环境规制的引导作用,根据不同地区的污染特征实施区域差异化的环境规制政策;同时要针对大气污染中不同污染物类型的特点,制定精准化、分类化的大气污染治理措施,以提升环境治理效能。

【Abstract】 Based on panel data from 284 cities nationwide from 2010 to 2021,this study employs panel data models to empirically test the impact effect of informal environmental regulation on urban air pollution control,analyzing regional heterogeneity and differences in pollutant types.The research indicates that informal environmental regulation has a significant inhibitory effect on urban air pollution emissions,a conclusion that holds after robustness tests.In terms of regional heterogeneity,the negative inhibitory effect of informal environmental regulation on air pollutants is more pronounced in eastern regions.Regarding differences in pollutant types,informal environmental regulation has the most prominent impact on industrial sulfur dioxide emissions.Based on the above findings,the following recommendations are proposed:The government should fully leverage the guiding role of informal environmental regulation,implementing regionally differentiated environmental regulation policies according to the pollution characteristics of different areas.Simultaneously,targeted and categorized air pollution control measures should be formulated based on the characteristics of different pollutant types in air pollution to enhance environmental governance efficiency.
