减污降碳视域下黄河流域城市群3E绩效的协同演化
Collaborative Evolution of 3E Performance of the Yellow River Basin Urban Agglomeration from the Perspective of Pollution Reduction and Carbon Reduction
【摘要】 协同提高黄河流域城市群3E绩效是推动黄河流域生态保护和高质量发展的重要途径。定量考察减污降碳协同推进对黄河流域城市群3E绩效的影响并分析其协同演化特征。研究表明:考察期内,减污降碳协同推进驱动黄河流域城市群3E绩效分别提升了11.13%、17.64%和1.40%,经济系统绩效提升面临较大压力;党的十八大后,减污降碳协同推进对黄河流域城市群3E绩效提升的推动作用显著增强,在兰西城市群、中原城市群、关中平原城市群更为明显;驱动黄河流域城市群3E系统协同演化的序参量由党的十八大前的环境绩效转变为党的十八大后的环境绩效和经济绩效,反映出党的十八大后黄河流域绿色低碳发展受环境与经济约束增强;黄河流域城市群3E绩效的协同效应均处在上行轨道上,城市群之间和城市群内部存在明显的空间极化现象。
【Abstract】 Improving the 3E performance of urban agglomerations in the Yellow River Basin is an important way to promote ecological protection and high-quality development in the Yellow River Basin. The paper quantitatively investigated the effects of the collaborative promotion of pollution reduction and carbon reduction on the 3E performance of urban agglomerations in the Yellow River Basin and analyzed its co-evolution characteristics. The results show that the coordinated promotion of pollution reduction and carbon reduction has improved the 3E system performance of the Yellow River Basin urban agglomeration by 11.13%, 17.64% and 1.40% respectively during the survey period. The improvement of economic system performance is facing greater pressure. After the 18th National Congress of the Communist Party of China, the synergistic promotion of pollution reduction and carbon reduction has significantly enhanced the 3E performance improvement of the seven major urban clusters in the Yellow River Basin, especially in the Lan-Xi urban cluster, the Central Plains urban cluster and the Guanzhong Plain urban cluster. The order parameter driving the collaborative evolution of the 3E system in the Yellow River Basin urban agglomeration has shifted from the environmental performance before the 18th National Congress of the Communist Party of China to the environmental and economic performance after the 18th National Congress of the Communist Party of China, reflecting the enhanced environmental and economic constraints on the green and low-carbon development of the Yellow River Basin after the 18th National Congress. The synergistic effect of 3E performance among the seven major urban agglomerations in the Yellow River Basin is on an upward trajectory.
