南水北调沿线水权交易博弈定价机制研究

【摘要】 为了研究南水北调沿线城市水权交易定价机制,借鉴生态经济学能值理论和博弈理论,综合考虑水权交易卖方生态经济损失与买方生态经济效益,提出南水北调沿线水权交易生态经济效应的量化体系,构建水权交易合作博弈模型,并采用纳什谈判解方法确定水权交易博弈价格。以平顶山市—新密市水权交易为例,计算结果显示其2016—2018年以及2021年、2030年博弈价格分别为0.50、0.54、0.74、1.04、1.16元/m~3,与实际的交易价格0.78元/m~3相比,博弈价格更能体现水资源丰缺对水权交易价格的影响。

【Abstract】 Aiming at the pricing mechanism of water rights trading in cities along the South-to-North Water Diversion Project, this paper studied the pricing mechanism of water rights trading by using energy theory of ecological economics and game theory. Firstly, considering the ecological and economic losses of the seller and the ecological and economic benefits of the buyer, the quantitative system of the ecological and economic effects of water rights trading along the South-to-North Water Diversion Project was proposed by energy theory. Then the cooperative game model of water rights trading was constructed, and the Nash negotiation solution method was used to determine the game price of water rights trading. The calculation results of Pingdingshan-Xinmi City show that the game prices in 2016-2018, 2021 and 2030 are 0.50 yuan/m~3, 0.54 yuan/m~3, 0.74 yuan/m~3, 1.04 yuan/m~3 and 1.16 yuan/m~3, respectively. Compared with the actual transaction price of 0.78 yuan/m~3, the game price can better reflect the influence of water resources abundance and shortage on water rights trading price.
