【Abstract】 Building a new agricultural operation system is of great significance for accelerating the development of an agricultural powerhouse and achieving the modernization of agriculture and rural areas.In practice, policymakers and investors increasingly flexibly utilize new agricultural entities as tools to achieve policy objectives and economic benefits. This instrumentalization perspective of entities helps deepen the understanding of their institutional design and policy evolution, as well as elucidate their organizational innovation, governance restructuring, and optimization of interest linkage mechanisms in response to changes in policy and market environments. Efficiently leveraging these tools capable of flexibly responding to policies and market demands requires strengthening the synergy between policy design and market innovation to establish a high-efficiency, sustainable modern agricultural operation system. To this end, it is necessary to enhance all stakeholders’ awareness of entity instrumentalization,lower the institutional barriers faced by such instrumentalization, and promote the functional expansion and capacity to connect with and lead farmers among new agricultural entities.更多还原
