【Abstract】 In the context of modern educational reform, enhancing the scientific literacy and teaching competence is crucial for cultivating their high-quality physics pre-service teachers. By delving into the core elements of scientific literacy in physics and combining them with the actual needs of local applied universities, a "dual teacher" collaborative model for cultivating scientific literacy among physics pre-service teachers has been constructed.
