数实融合对碳排放的影响及作用机制研究

【摘要】 数字技术、数字经济与实体经济的融合与发展是推进新型工业化和推动经济高质量发展的重要途径。基于2011—2019年中国268个地级市的面板数据的实证发现,数实融合有效推动了碳排放强度下降,也能有效抑制碳排放总量,发挥了显著的降碳效应。不过,这种效应存在基于工业化和数字化两个维度的异质性。进一步,从要素配置优化、技术创新两个角度揭示了数实融合发挥降碳效应的作用机制,可以观察到数实融合能够强化资本能源投入比、改善能源效率,还能带动研发投入,扩大专利产出,甚至还能促进绿色技术创新。拓展分析发现,政府对节能降碳的关注能有效放大数实融合的降碳效应。因此,应加快数字经济发展,促进数字技术、数字经济与实体经济的深度融合,协同推进经济高质量发展和生态环境高水平保护,助力“双碳”目标的实现。

【Abstract】 The integration of digital technology, digital economy and real economy is an important way to promote new-type industrialization and high-quality economic development. Empirical evidence based on the panel data of 268 prefecture-level cities in China from 2011 to 2019 finds that the integration of digital and real economies effectively promotes the decline of carbon emission intensity, and also effectively suppresses its total amount, exerting a significant carbon reduction effect. However, there is heterogeneity in this effect based on both industrialization and digitalization dimensions. Further, the mechanism of the carbon reduction effect of digital-real integration is revealed from the perspectives of factor allocation optimization and technological innovation, and it can be observed that such integration can strengthen the ratio of capital-to-energy inputs, improve energy efficiency, and also drive R&D inputs, expand patent outputs, and even promote green technological innovation. Expanding the analysis, it is found that the government’s attention to energy saving and carbon reduction can effectively amplify the carbon reduction effect of digital-real integration. Therefore,we should accelerate the development of digital economy, promote the deep integration of digital technology,digital economy and real economy, synergistically foster the high-quality development of the economy and high-level protection of the ecological environment, and help to achieve the goal of carbon peaking and carbon neutrality.
