数字经济发展对生态环境影响研究综述
A Review of the Impact of Digital Economy Development on the Ecological Environment
【摘要】 数字文明新时代下,揭示以数据为关键要素的数字经济发展对生态环境的影响效应,成为人地关系研究的前沿领域。本文从多元化影响机制和多业态影响类型层面系统梳理数字经济发展对生态环境影响的研究进展,并从地理学视角提出未来研究展望。研究发现,数字经济发展通过直接效应、中介效应、空间溢出效应等对生态环境产生影响,一方面可以通过提升实体经济生产效率、加强源头排放监管、增强清洁生产技术等方式实现碳减排及降低环境污染,另一方面要警惕扩大能源、资源与电力消耗、加快设备重置与电子废弃物产生及导致“数字鸿沟”,以及数字产品制造业、信息基础设施建设、智能交通、数字金融等业态的生态环境负效应。研究不足包括:(1)研究维度囿于指标统计障碍及模型变量限制,所涉变量结构分解弱、代理信息少;(2)研究尺度侧重国家—区域尺度案例实证,建成区、住区等尺度相关研究涉及较少;(3)对策响应侧重在经济学范式及产业—创新—企业视角下,基于历史数据评价和经验分析支撑提出政策建议,较少结合多情景模拟模型给出可量化的调控对策。未来,应加强多学科视角下数字经济对生态环境影响多要素融合、多尺度对比及多情景模拟研究,并统筹考虑数字经济发展的生态环境正负效应,进而为数字生态文明建设和环境友好型数字经济发展提供科学决策支持。
【Abstract】 In the new era of digital civilization, uncovering the impact of digital economy development, with data as the key element, on the ecological environment has become a cutting-edge field in the study of human-land relationships. This paper systematically reviews the research progress on the impact of digital economy development on the ecological environment from the perspectives of diversified impact mechanisms and multi-business impact types, and proposes future research prospects from a geographical perspective. The study finds that the development of the digital economy affects the ecological environment through direct effects, mediating effects, and spatial spillover effects. On the one hand, it can achieve carbon emission reduction and reduce environmental pollution by improving the production efficiency of the real economy, strengthening source emission control, and enhancing clean production technologies. On the other hand, it is necessary to be vigilant against the expansion of energy, resource, and electricity consumption, the acceleration of equipment replacement and the generation of electronic waste, and the resulting “digital divide”, as well as the negative ecological environmental effects of digital product manufacturing, information infrastructure construction, intelligent transportation, digital finance, and other business forms. Research deficiencies include:(1) The research dimensions are limited by statistical barriers and model variable constraints, resulting in weak decomposition of the involved variable structures and little proxy information;(2) The research scale focuses on national-regional scale case studies, with less involvement in scales such as built-up areas and residential areas;(3) Policy responses are biased towards the economic paradigm and industry-innovation-enterprise perspective, with policy recommendations based on historical data evaluation and empirical analysis, and fewer quantifiable control measures proposed in conjunction with multi-scenario simulation models. In the future, it is necessary to strengthen the multi-disciplinary research on the impact of the digital economy on the ecological environment, focusing on the integration of multiple elements, multi-scale comparisons, and multi-scenario simulations, and to consider the positive and negative effects of digital economy development on the ecological environment as a whole, thereby providing scientific decision-making support for the construction of a digital ecological civilization and the development of an environmentally friendly digital economy.
