【摘要】 中国经济发展的政治逻辑一直是学界关注的焦点。无论是方法论还是研究假设，基于能动主义的分权说和晋升激励说均不足以解释中国经济发展的政治机制。改革开放是中国共产党领导政府适应经济发展进行的全面的、系统的改革，这种政治适应包括党和政府的体制适应和政策适应。为了营造以城市为中心的发展模式，政治适应再造了城市治理体系：体制适应表现为，通过权力下放、构造城市体系、行政升级、建立“市管县”体制、倾斜式放权改革等重构城市治理体制，形成了经济增长的动力来源；政策适应表现为，通过制定经济特区作为引擎的非均衡发展战略，形成了经济增长的作用机制。在中国共产党领导下，中国特色社会主义理论尤其是习近平新时代中国特色社会主义思想为指导的经济发展的政治适应，展示了一种不同于西方国家现代化发展的经济治理模式。更多还原

【Abstract】 The political logic behind China’s economic development has always been a focus of academic attention. Neither in terms of methodology nor research hypotheses can the activism-based theories of decentralization and promotion incentive adequately explain the political mechanisms underlying China ’s economic development. The reform and opening-up is a comprehensive and systematic reform carried out by the government under the leadership of the CPC to adapt to economic development. Such political adaptation includes institutions adaptation and policies adaptation of the Party and the government. In order to create an urban-centered development model, political adaptation has reconstructed the urban governance system: institutions adaptation is manifested in the restructuring of the urban governance institutions through the decentralization of power, the construction of an urban system,administrative upgrading,the establishment of the “city governing counties” system, the preferential decentralization reforms, which have formed the source of momentum for economic growth; policies adaptation is reflected in the formulation of an unbalanced development strategy with special economic zones as engines, which has formed the operational mechanism for economic growth. Under the leadership of the CPC,the political adaptation of economic development guided by the theory of socialism with Chinese characteristics and Xi Jinping Thought on Socialism with Chinese Characteristics for the New Era demonstrates an economic governance model that is different from the development models of Western countries.更多还原
