【摘要】 农业保险是分散农业生产风险、保障主要农产品供给，以及服务国家粮食安全的重要风险管理工具。本文以三大粮食作物政策性农业保险为例，基于全国农村固定观察点2019—2021年3期调查数据，实证检验了农业保险对三大粮食作物产量的影响效果及作用机制，并进一步分析农业保险在稳定农业收入方面发挥的作用。研究发现，农业保险通过促使农户进行农地转入和激励农户增加化肥投入两种方式，显著提升了三大粮食作物产量，达到了增产效果。同时，增产效果在不同作物、不同种植规模及不同地区间存在差异。此外，农业保险对农户的农业收入存在显著正向影响，一方面，农业保险通过增产提高了农业总收入；另一方面，农业保险通过灾后理赔降低了投保农户的收入波动，帮助农户迅速恢复农业生产。本文研究结论为充分认识物化成本保险的政策目标提供了实证参考，也为后续完善多层次、高质量的农业保险制度体系提供了政策启示。更多还原

【Abstract】 Agricultural insurance is a crucial risk management tool for mitigating agricultural production risks, ensuring the supply of key agricultural products, and supporting national food security.This article examines policy-based agricultural insurance for three major grain crops, using data from National Fixed Point Survey(NFP) in rural China from 2019 to 2021.It empirically tests the impact and mechanisms of agricultural insurance on the yield of these crops and further analyzes its role in stabilizing agricultural income.The results indicate that agricultural insurance significantly increases the yield of the three major grain crops by encouraging farmers to transfer farmland and incentivizing increased fertilizer use.The yield-enhancing effects vary across different crops, planting scales, and regions.Furthermore, agricultural insurance has a notable positive impact on farmers’ agricultural income.It increases total income by boosting production and reduces income fluctuations for insured farmers through payouts after disasters, facilitating a quicker recovery in agricultural production.The conclusions drawn from this article provide empirical insights into the policy objectives of materialized cost insurance and offer guidance for improving the multi-level and high-quality agricultural insurance system in the future.更多还原
