【摘要】 提升中小企业创新能力，进而促进中小企业持续健康发展是稳定中国经济、促进可持续发展的重要举措。本文以跨境电商政策构造准自然实验，基于2007—2020年A股上市公司数据，运用连续型双重差分模型检验跨境电商发展对中小企业创新的影响及作用机制。研究发现，跨境电商发展提升了中小企业的创新水平。从专利类型来看，跨境电商显著促进了企业发明专利和实用新型专利的增加，但并未优化专利结构；从独立创新和联合创新来看，跨境电商对联合创新的促进作用更大。作用机制检验表明，跨境电商发展主要通过激励研发资金投入、扩大海外市场需求规模及提高外部信息可得性三个渠道赋能中小企业创新。进一步以跨境电商衡量“外循环”，以内需表征“内循环”，分析发现双循环发展新格局对中小企业创新存在显著的协同效应。本文为提升中小企业创新能力提供新思路，同时为数字经济背景下发展贸易新模式助力中国经济高质量发展提供经验证据。更多还原

【Abstract】 Enhance the innovation ability of SMEs(Small and Medium Enterprises)and promote their sustainable development is an important measure to stabilize China’s economy and promote sustainable development. Based on the data of A-share listed companies from 2007 to 2020,this paper uses a continuous difference-in-difference model to test the impact and mechanism of cross-border e-commerce development on SME innovation. Research shows that the development of cross-border e-commerce can significantly improve the innovation of SMEs. From the perspective of patent types,cross-border e-commerce promotes utility patents and invention patents;From the perspective of distinguishing between independent innovation and joint innovation,cross-border e-commerce plays a greater role in promoting joint innovation. Mechanism test shows that stimulating R&D investment,expanding the scale of overseas market demand,and improving the accessibility of external information are the three channels of cross-border e-commerce to promote innovation of SMEs. In the expansion analysis,this paper uses cross-border e-commerce to measure "external circulation",and internal demand represents "external circulation" to explore whether "dual circulation" development has synergistic effect on the innovation of SMEs. This paper provides new ideas to enhance the innovation capacity of SMEs,and provides empirical evidence for the development of new trade pattern to help China’s high-quality economic development.更多还原
