【摘要】 外商投资准入负面清单如何释放制度红利、提升技术创新，是学界聚焦的核心议题。基于制度引资视角，采用2013—2022年中国A股制造业上市公司数据，探究生产性服务业外资开放与制造业企业技术创新质量的关系。结果表明：生产性服务业外资开放与制造业企业技术创新质量之间存在“U”型关系，且该关系因地区技术转移能力与企业地理位置不同存在差异。企业风险承担水平、知识产权保护是“U”型关系形成的根源，而企业风险承担意愿薄弱、知识产权保护滞后是阻碍技术创新质量提升的内外部潜在风险。此外，深化海外技术创新合作可助力企业提前进入技术创新质量提升的阶段，仅拓宽海外技术创新合作的广度，则会起到相反作用。研究结论为各地区依据自身资源禀赋与发展阶段扩大生产性服务业外资开放、提升制造业创新质量，提供了重要参考。更多还原

【Abstract】 Academic research has come to focus on how the negative list for access to foreign investment unleashes institutional dividends and supports technological innovation. This paper considers the attraction of institutional investment, using data from listed manufacturing companies in China’s Free Trade Zones(ports) between 2013 and 2022, and examines the relationship between openness to foreign investment in production-oriented services and the quality of technological innovation in manufacturing. The results indicate a U-shaped relationship between opening production-oriented services to foreign investment and the quality of technological innovation of manufacturing enterprises. This relationship varies depending on regional technology-transfer capabilities and the enterprise’s geographical location. This U-shaped relationship relies on the levels of corporate risk-taking and intellectual property protection. Enterprises being unwilling to engage in risk-taking and lagging in intellectual property protections constitute potential internal and external risks that hinder improvements in the quality of technological innovation. Deepening overseas cooperation on technological innovation can help enterprises to more quickly advance to the stage of enhanced quality technological innovation. However, merely broadening the scope of this overseas innovation cooperation may have the opposite effect. The study’s conclusions offer an important reference for regions looking to expand foreign investment in productive service industries and improve the quality of manufacturing innovation according to their own resource endowment and level of development.更多还原
