【摘要】 《海南自由贸易港建设总体方案》明确提出与粤港澳大湾区协同发展的战略目标，琼粤相向联动发展是实现这一目标的关键。体制机制创新作为区域协同发展的制度保障，具有全局性、长远性和稳定性特征。当前需立足琼粤相向联动发展体制机制创新的理论基础和现实需求，系统分析现有体制机制面临的挑战，并借鉴世界四大湾区先进经验，从顶层设计和重点领域双向突破。在顶层设计上，应构建琼粤政策协同创新体制机制；在重点领域，需完善基础设施互联互通、科技产业协同、人才共培共享、金融开放合作、税收征管合作等关键环节的体制机制。更多还原

【Abstract】 The Master Plan for Hainan Free Trade Port sets out the strategic goal of coordinated development with the Guangdong-Hong Kong-Macau Greater Bay Area, and the coordinated and interactive development between Hainan and Guangdong is the key to achieving this goal. As an institutional guarantee for regional coordinated development, institutional mechanism innovation are characterized by comprehensiveness, long-term sustainability, and stability. At present, it is necessary to be grounded in the theoretical foundation and practical needs of institutional and mechanism innovation for the coordinated and interactive development between Hainan and Guangdong, systematically analyze the challenges faced by the existing institutions and mechanisms, draw on the advanced experience of the world’s four major bay areas, and make breakthroughs in both top-level design and key fields.In terms of top-level design, we should establish an institutional mechanism for policy coordination and innovation between Hainan and Guangdong. In key fields, it is necessary to improve the institutions and mechanisms for infrastructure connectivity, sci-tech industrial collaboration, talents co-development and sharing, financial openness and cooperation, and tax administration cooperation.更多还原
