【摘要】 回应治理需求，排除阻滞因素提升治理效能是当下乡村治理的现实之需。乡村全面振兴背景下，清单制为“需求—回应”落实于乡村高效能治理治理提供了制度性驱动。研究表明，清单制与乡村高效能治理之间的内在逻辑在于:清单制促进健全自治、法治、德治相结合的乡村治理体系，厘清村级权责边界实现村级用权的可视化，激发村民参与创新治理方式，促使提升基层公共服务效率实现乡村治理精细化，减轻村级组织负担实现乡村治理务实化。加强基层党政部门的指导和支持，利用现代数字技术赋能，并建立监督评价机制，是清单制顺利实施推动乡村高效能治理的实现路径。更多还原

【Abstract】 Addressing governance demands and overcoming obstacles to enhance efficiency are pressing needs in contemporary rural governance. Against the backdrop of comprehensive rural revitalization,the list system serves as an institutional driver for implementing a "demand-response" framework to achieve high-performance rural governance. This study,based on an analysis of District Y in Huizhou City,Guangdong Province,revealed the intrinsic logic behind how the list system fosters high performance. The findings indicated that the list system contributed to refining a rural governance system that integrates autonomy,the rule of law,and moral governance. It clarified the boundaries of power and responsibilities at the village level,thereby enhancing the transparency of authority.Furthermore,it motivated villager participation in innovative governance practices,improved the efficiency of grassroots public services to achieve precision in governance,and reduced the burden on village organizations to promote a more pragmatic approach. The study identified key pathways for the successful implementation of the list system,which included reinforcing guidance and support from grassroots Party and government departments,leveraging modern digital technologies for empowerment,and establishing robust supervision and evaluation mechanisms.更多还原
