【摘要】 以国家通用语言文字塑造公民国家认同是现代民族国家建构的普遍实践。中华民族从自在走向自觉和自强的蜕变，离不开国家通用语言文字所发挥的重要作用。我国通用语言文字发展变迁经历了居庙堂之上的言文分离、社会低组织化下的言文合一语言变革、坚持以人民为中心的国家通用语言文字推广普及的演进。以人民为中心的国家通用语言文字推广普及实践，积极形塑、黏合了国民与国家的关系。基于公共服务范畴的推普实践具有工具理性和价值理性，其作用机理遵循“感知—认知—认同—自信”的圈层性和递进性接洽逻辑，最终使得铸牢中华民族共同体意识有形有感有效。在“两个大局”交织的新时代，应聚焦于权利保障、认知塑造、认同强化、自信提升四个维度，高质量推广普及国家通用语言文字，引导各族人民牢固树立“四个与共”的共同体理念，构筑起维护国家安全、保障边疆稳固、促进民族团结坚不可摧的思想防线。更多还原

【Abstract】 It is a common practice in the construction of modern nation-states to shape citizens’ national identification through national common language and writing.The transformation of the Chinese nation from free existence to self-awareness and self-improvement cannot be seperated from the important role exerted by national common language and writing.The development and change of common language and writing in our country has gone through the evolution of the separation of language and writing due to imperial superiory, the integration reformation of language and writing under low social organization, and the promotion and popularization of national common language and writing by insisting people as the center.The people-centered practice of promoting and popularizing the national common language and writing has actively shaped and gathered the relationships between the nationals and the country.Due to the instrumental rationality and value reatinality possessed by the promoting and popularizing practice of public service sphere, its functional mechanism follows the circle feature and progressiveness’ contact logic regarding “Perception-Recognition-Idenfication-Self-confidence”,and finally leads to the tangibility, emotion, and effectiveness of forging a stong sense of community for the Chinese nation.In the new era of the overlapping of “ Two Overall Situations, ” we should focus on the four dimensions of rights protection, cognition shaping, identity strengthening, and self-confidence enhancement, promote and popularize national common language and writing with high quality, guide all ethnic people to firmly establish the community sense of “Fore Shares”,and forge indestructible ideological defense for maintaining national safety, securing border stability, and promoting ethnic unity.更多还原
