我国陆地沿边地区与内地协调发展研究
A Study on the Coordinated Development of China’s Land Border Areas and Inland Parts
【摘要】 陆地沿边地区与内地间的发展不平衡是中国经济活动空间分布不平衡的主要表现。基于边疆地区在我国经济社会发展的重要战略地位、发展状态和共同富裕的基本要求,实现沿边与内地的协调发展,是区域协调发展宏观战略的重要保障。陆地沿边省区资源禀赋丰裕,经济发展已有较为坚实的基础,受初始条件与“第一自然”的约束,经济发展与内地,特别是发达地区的差距较大,且此差距还有进一步扩大的趋势。因此,边疆与内地的协调发展的目的首先是缩小陆地沿边省区与内地的发展差距,为此,要进一步深入推进陆地沿边省区的开发开放,促进其经济发展。首先,立足沿边地区在全国发展格局中的定位和比较优势,主动对接和融入国家区域战略;其次是内聚,就是扩大经济规模,降低区内的运输成本,提升或保住陆地沿边省区在全国的制造业份额,提升边疆地区对经济活动的集聚能力。再次是外联,充分利用一带一路建设机遇,加快边疆地区的开放,加强交通基础设施建设,实现互联互通,消除贸易障碍,降低交易成本,实现与周边国家的一体化,并增加进入国际市场的机会。
【Abstract】 China’s land border areas serve as a crucial strategic barrier for national security, safeguarding national sovereignty and ensuring national defense security. These regions are home to nearly 40 ethnic groups, making them a significant arena for fostering a stronger sense of community for the Chinese nation. What is more, they play a pivotal role in promoting prosperity in border areas, enhancing interactions and integration among diverse ethnic groups, and implementing the overall national security concept. The borderlands constitute the frontier of China’s land-based openingup, the core zone, and vital support for the “Belt and Road Initiative.” They determine China’s market share in trade with Central Asia, Russia, ASEAN, and South Asia. Simultaneously, they significantly influence the markets in Europe and West Asia, as well as the overall landscape of China’s opening up.The article analyzes the disparities and development gaps between land border provinces and inland areas, focusing on aspects such as endowment structure, economic development, and residents’ income. The analysis reveals that land border provinces possess abundant resource endowments and have laid a relatively solid foundation for economic development. However, constrained by startup conditions and “first nature” factors, there is a significant gap in economic development between these provinces and inland areas, particularly developed regions, with this gap showing a tendency to widen further. Studies indicate that this uneven development between land border areas and inland regions represents the primary manifestation of the imbalanced spatial distribution of economic activities in China. Given the significant strategic position, development status, and the fundamental requirement of common prosperity for land border areas in China’s economic and social development, the article posits that achieving coordinated development between land border areas and the inland is a crucial component and inevitable requirement of regional coordinated development strategies and major regional strategies. The article further highlights that the primary objective of coordinated development between land border areas and the interior is to narrow the development gap between land border provinces and the inland regions. To achieve this, it is deemed imperative to further advance the development and opening up of land border provinces and regions, deeply integrate into the new development paradigm and the unified national market, and foster high-quality economic development in land border areas.Firstly, based on the positioning and comparative advantages of border areas within the national development pattern, efforts should be made to actively align with and integrate into the national regional strategy. Secondly, the concept of cohesion implies expanding the economic scale, reducing transportation costs within the region, increasing or maintaining the manufacturing share of land border provinces and regions in the country, and enhancing the agglomeration capacity of economic activities in border areas. Thirdly, the precept of outreach entails adhering to the principle that openness drives development, taking the “Belt and Road” construction as the guiding principle. This would require implementing a more proactive opening strategy, raising the overall level of openness, creating a diversified highland of openness, and forming a comprehensive opening up practice featuring interaction both domestically and internationally, as well as two-way economic cooperation between the east and the west. Additionally, economic and trade cooperation with countries along the Belt and Road should be deepened, supporting economic integration with neighboring countries. Fourthly, investment in infrastructure is necessary. Lastly, the urban system along the border should be improved, forming growth poles along the border.
