【摘要】 “十五五”持续推动公共图书馆高质量发展的主要任务：一是全面落实党的二十届三中全会部署的改革任务，二是推动以提质增效为核心的公共图书馆高质量发展，三是扎实推进与文化强国目标相适应的中国特色、世界一流公共图书馆建设。改革任务最主要的是建立优质文化资源直达基层机制、推进公共文化设施所有权和使用权分置改革。公共图书馆服务提质增效，重点关注新型公共阅读空间的可持续发展，深化公共图书馆总分馆制，强基础、促创新、提升公共图书馆服务效能。建设中国特色、世界一流公共图书馆，需要明确世界一流公共图书馆的主要共性指标，同时需要提炼和总结公共图书馆发展的中国特色。更多还原

【Abstract】 The main tasks for continuously promoting the high-quality development of public libraries during the “15th Five-Year Plan” period are as follows: Fully implement the reform tasks outlined by the Third Plenary Session of the 20th Central Committee of the Communist Party of China(CPC). Promote the high-quality development of public libraries with a focus on improving quality and efficiency. Steadily advance the construction of world-class public libraries with Chinese characteristics that align with the goal of building strong socialist culture in China. The most important reform tasks include establishing a mechanism to deliver high-quality cultural resources directly to grassroots levels and advancing the reform that separates ownership and usage rights of public cultural facilities. To improve the quality and efficiency of public library services, emphasis is placed on the sustainable development of new types of public reading spaces, deepening the system of main and branch libraries, strengthening foundations, promoting innovation, and enhancing service effectiveness. Building world-class public libraries with Chinese characteristics requires clearly defining the common key indicators of world-class public libraries while also summarizing and refining the unique features of public library development in China.更多还原
