【摘要】 中国数字经济的迅猛发展与零工经济模式的广泛采用，使传统以家庭、企业单位为基础的社会结构加速消解，不可逆转的个体原子化趋势日益明显，风险在“社会”层面积聚，原本主要服务于边缘人群的“小社工”模式根本没有能力应对这种全局性的挑战。中央社会工作部的成立，标志着社会工作被提升到了社会治理及其现代化的战略高度，进入了从“小社工”向“大社工”转型升级的新发展阶段。在新形势新任务背景下，社会工作的核心使命，在于找回“社会”的原初本质，重建“社”与“会”，通过社会组织体系的再造、社会联结的重塑、服务体系的重构和社会秩序的重塑，将原子化的个体重新纳入有机的治理共同体，实现社会的再组织化。而构建层级化的社会组织体系、健全社会工作的体制机制、深化数智技术融合、加强人才队伍建设四大重点任务的落实，是新时代中国社会工作高质量发展的必由之路。更多还原

【Abstract】 The rapid development of China’s digital economy and the widespread adoption of the gig economy model have accelerated the dissolution of the traditional social structure based on families and enterprises.An irreversible trend of individual atomization has become increasingly evident,with risks accumulating at the “social” level.The original “small society work” model,which mainly serves marginalized groups,is fundamentally incapable of addressing such comprehensive challenges.The establishment of the Society Work Department of the CPC Central Committee marks that society work has been elevated to a strategic height in social governance and its modernization,entering a new development stage of transformation and upgrading from “small society work” to “large society work.” Against the backdrop of new situations and tasks,the core mission of society work lies in reclaiming the original essence of “society,” reconstructing “community” and “gathering”, and re-integrating atomized individuals into an organic governance community through the reconstruction of social organization systems,the reshaping of social connections,the restructuring of service systems,and the remolding of social order,thereby realizing the “reorganization” of society.The implementation of four key tasks,such as constructing a hierarchical social organization system,improving the institutional mechanisms of social work,deepening the integration of digital and intelligent technologies,and strengthening the construction of talent teams,is an indispensable path to the high-quality development of society work in China in the new era.更多还原
