“平急两用”旅游居住设施协同运行机制及优化策略

【摘要】 为保障公共安全与资源高效利用,聚焦“平急两用”旅游居住设施,结合应急管理、公共卫生及资源优化配置等理论,通过分析“平急两用”旅游居住设施的概念特征、建设进展与运行模式,识别并解构设施在平时与急时运行所需的空间、资源、管理、技术及政策等核心要素,构建各要素间的协同运行机制框架。在此基础上,分析当前面临的关键问题和挑战,并提出优化策略建议。研究结果表明:构建设施5大核心要素协同运行框架,是破解应急保障能力不足的关键路径,更是推动旅游设施与城市韧性建设高质量发展深度融合的创新范式。研究结果可助力城市可持续发展,提升应对公共卫生突发事件的韧性,并为其他类型“平急两用”公共基础设施的建设提供深化研究思路和耦合建设理论基础。

【Abstract】 In order to ensure public safety and the efficient utilization of resources, this study focuses on “dual-use for normal and emergency” tourism accommodation facilities.Drawing on theories of emergency management, public health, and resource optimization, it analyzes the conceptual characteristics, development progress, and operational models of such facilities.The study identifies and deconstructs the core operational elements, including space, resources, management, technology, and policy, which required for both normal and emergency periods, and constructs a collaborative operational mechanism framework integrating these elements.On this basis, it examines current key challenges and proposes optimization strategies.The research results show that the collaborative operation framework of the five core elements for constructing facilities is a key path to solve the insufficiency in emergency support capabilities, and it is also an innovative paradigm to promote the in-depth integration of high-quality development between tourism facilities and urban resilience construction.These findings contribute to sustainable urban development, enhance resilience in responding to public health emergencies, and offer theoretical insights and coupling strategies for the construction of other categories of “dual-use for normal and emergency” public infrastructure.
