【摘要】 聚焦探索系统、高效、可复制的国家储备林建设中的公私合作运行机制，提出以共同治理、利益共享和风险分担三项机制为主体的公私合作运行机制。其中，共同治理机制强调通过协商明确各方角色与责任，为合作提供保障；利益共享机制通过合理分配收益激励各方积极性，促进合作稳定；风险分担机制根据参与者能力合理配置风险，增强项目抗风险能力和稳定性。研究表明：子机制在运行中目标一致、功能互补、结构互动，形成动态协同的耦合关系，有效提升国家储备林建设的效率。在此基础上，建议完善政策支持，设计科学的利益分配和风险管理体系，构建协调、完整的公私合作运行机制，以实现国家储备林建设的长效运营和多方共赢，为生态文明建设和木材安全提供重要支撑。更多还原

【Abstract】 This research article focused on exploring a systematic and efficient operation mechanism for publicprivate cooperation in the construction of national reserve forests. It proposed a main operation mechanism based on three parts, namely co-governance, benefit-sharing, and risk-allocating. The co-governance mechanism emphasized clarifying roles and responsibilities through negotiation to provide guarantees for cooperation. The benefit-sharing mechanism incentived active participation by fair distribution of profits to promote stable cooperation. The riskallocating mechanism allocated risks according to participants’ capabilities to enhance project’s stability. The study pointed out that these sub-mechanisms work together with common goals, complementary functions, and interactive structures to form a dynamically coordinated relationship, which effectively improving the efficiency of national reserve forest construction. On this basis, recommendations were made to improve policy support, design a scientific system for benefit distribution and risk management, and construct a coordinated and comprehensive operation mechanism for public-private cooperation, in order to achieve long-term corporation and mutual benefits in the public-private cooperation of national reserve forests construction.更多还原
