基于组织视角打造“创新链—产业链”耦合的京津冀协同创新共同体

Building a "Innovation Chain-Industry Chain" Coupled Beijing-Tianjin-Hebei Collaborative Innovation Community Based on Organizational Perspective

【摘要】 打造京津冀协同创新共同体是推动京津冀协同发展的关键。协同创新共同体以科技创新为主要纽带,遵循科技创新的基本逻辑,紧密依附于区域创新体系。从理论探索出发,分析了建设协同创新共同体的基本逻辑,提出了主建型和主战型创新组织及相互耦合机制。随后,总结了京津冀三地创新链及产业链布局特点,以及当前协同创新共同体建设的成效和不足。在此基础上,提出应以促进创新资源合理配置、高效利用为主线,注重北京的创新能力建设和区域创新生态打造,在京津冀区域构建分工合理的网络格局并建立三地联结机制,打造“创新链—产业链”深度耦合的京津冀协同创新共同体,推动京津冀走向更高水平协同创新的发展道路。

【Abstract】 The coordinated development among Beijing-Tianjin-Hebei is a major national strategy proposed by China under new historical conditions. It holds significant contemporary and historical implications for advancing the "Five-in-One" overall layout and promoting national rejuvenation and the construction of a strong nation through Chinese-style modernization. The emphasis of coordinated development lies in coordination and innovation, with technological innovation serving as the core engine driving the coordinated development among Beijing, Tianjin and Hebei. Thus, establishing a coordinated innovation community in this region has become a key measure. The construction of this community must be based on local resource endowments and adhere to the basic logic and objective laws of technological innovation to form a development state characterized by systematic coordination and organization of various innovation elements. From a theoretical perspective, this research summarizes the basic logic of building a regional innovation community. Under the trends of scientific and technological integration, interdisciplinary collaboration, clustering of high-tech industry development, and exponential growth in the pace of technological advancement, innovation activities are breaking through boundaries of geography, organization, discipline, technology, and industry. The essence of innovation competition has evolved into a competition of systems, with the fundamental requirement of building a coordinated innovation community being the establishment of a regional innovation system. The operation of this system involves strategic guidance and institutional drivers, gathering talents and capital through innovation organizations, and achieving synergy between them to produce innovation outcomes. The core elements playing a synergistic role are innovation organizations, which are divided into "construction-oriented" and "battle-oriented" organizations. "Construction-oriented organizations" focus on cultivating and reserving the specialized capabilities needed for executing key tasks, while "battle-oriented organizations" integrate upstream and downstream resources to accelerate the transformation of technological achievements. These two types of organizations should establish a deep coupling mechanism to embed the industrial chain more profoundly into the entire innovation chain,creating a win-win and benefit-sharing atmosphere. Following a targeted analysis of the current state of the innovation and industrial chains in the Beijing-Tianjin-Hebei region, it is found that after a decade of coordinated innovation development,the region has made substantial progress in areas such as technological investment, institutional development, and industrial value addition. However, some challenges remain, including significant disparities in regional innovation capabilities, concentrated innovation resources in Beijing and Tianjin, insufficient foundational capabilities of "construction-oriented organizations" to support industrial chain development, a structural absence of "battle-oriented organizations", and a lack of momentum in integrating innovation achievements. The integration of the region’s innovation and industrial chains requires further deepening and substantiation. Based on this analysis, the research points out that Beijing’s international technological innovation construction and the coordinated innovation development among Beijing, Tianjin and Hebei have a mutually reinforcing relationship. Beijing’s international science and technology innovation center serves as an endogenous driver for coordinated innovation in the region, while coordinated innovation in Beijing, Tianjin and Hebei is an external condition for the construction of this innovation center. The construction of the coordinated innovation community in the region should focus on the rational allocation and efficient utilization of innovation resources, with Beijing strengthening its capabilities to build a globalized innovation chain, and the region creating an ecosystem to build specialized industrial chains, forming a rational division of labor among the three regions. Specific measures such as stable government investment and the establishment of a market-oriented coordinated innovation investment fund should be implemented to build linkage mechanisms,ensure the deep coupling of the "innovation chain-industrial chain" and lead the region towards higher-level coordinated innovation development.
