数字化转型背景下区域创新生态系统效能提升机制研究
A Research on the Efficiency Improvement Mechanism of Regional Innovation Ecosystem in the Context of Digital Transformation
【摘要】 数字经济时代,数字化转型是全面提升区域协同创新,实现高质量发展的重要引擎,然而针对更高维度的创新生态系统层面,数字化转型如何驱动系统变革进而促进效能提升还缺乏全面、深入的研究。鉴于此,构建了数字化转型背景下创新生态系统效能研究的“3W1H”分析框架,基于数字化转型和创新生态系统的理论,剖析了数字化转型对创新生态系统效能的影响机理,并提炼出数字化转型背景下区域创新生态系统效能提升的核心机制。研究发现:(1)创新生态系统的效能是由创新过程优化带来的创新成果和创新能力的变化结果,主要决定于系统的创新主体、创新网络以及创新范式;(2)数字化与创新生态系统的耦合衍生了数据资源化和平台生态化特性,通过改变系统的创新结构和方式间接影响创新生态系统效能;(3)数字化转型驱动区域创新生态系统的具体机制表现为多主体协同、多元化生产、多维度开放、多行为控制、多过程激励、多轨道演化,这些机制的作用发挥是影响创新生态系统效能提升的直接因素。最后,研究还从评价体系的构建、发展路径的探索以及长期战略的科学谋划等方面提出了政策建议,为在中国式现代化背景下构建高效能的区域创新生态系统提供了有益参考。
【Abstract】 In the era of digital economy, the data elements and digital technology empowerment has changed the operational logic of economic activities. The integration and utilization of data resources have become an inevitable choice for empowering innovation systems and leading regional innovation development. Especially, based on the new stage of Chinese modernization, clarifying the mechanism of digital transformation is of great significance to promoting regional innovation and development in the context of digital economy. In reality, the competition of innovation capability has essentially transformed into the competition of the ecosystem. Combining the efficiency perspective of the system view is an effective way to evaluate the complex characteristics of interrelationships, interactions, and influences among the subjects of the innovation ecosystem. However, few studies have focused on the efficiency of regional innovation ecosystems, and there is a lack of in-depth exploration on the efficiency improvement mechanism of the digital driven regional innovation ecosystem.This research constructs a "3W1H" analysis framework for studying the efficiency of regional innovation ecosystems,aiming to uncover the endogenous logic of improving the efficiency of innovation ecosystems in the context of digital transformation. Based on a comprehensive review of literature and theoretical foundations related to innovation ecosystems and digital transformation, this research proposes a refined conceptual definition of regional innovation ecosystem efficiency.Adopting a systemic perspective encompassing innovation actors, innovation networks, and innovation paradigms, this research identifies the core factors influencing the efficiency of regional innovation ecosystems. From an element-and behavior-based perspective, the characteristics and interactions of innovation subjects determine the ecosystem’s innovation output. From a network-and connectivity-based perspective, the structure and linkage efficiency of innovation networks dictate the ecosystem’s innovation efficiency. From a process-oriented perspective, the evolution of innovation paradigms drives the ecosystem’s innovation dynamics. Furthermore, by examining the interplay between digital transformation and innovation ecosystems, this paper explores how the emerging digital features-such as data resource utilization and platform-driven ecosystems-indirectly transform and enhance innovation ecosystem efficiency, highlighting their transformative potential in this evolving landscape.Further, based on the theory of complex adaptive systems and following the process logic of "resource production-innovation transformation-achievement feedback", this research proposes the direct effect mechanisms for enhancing innovation ecosystem efficiency in the context of digital transformation. In the transformation of subjects, new digital connections have been established through mechanisms for multi-subject collaboration and diversified production, expanding resource acquisition channels, fostering multi-threaded technological innovation services, and enhancing the coordination of multilateral relationships. Regarding the reconstruction of the network structure and characteristics, multi-dimensional openness and multi-behavioral control mechanisms have been employed to optimize industrial ecosystem chains, facilitate shared data interfaces, enable distributed problem-solving, strengthen trust among enterprises, and promote unified understanding and collective action. In terms of innovation paradigm updates within the ecosystem, multi-process incentive mechanisms and multi-track evolution strategies have been implemented to improve resource allocation efficiency, nurture new business models and formats, expand innovation pathways, and drive self-organized system optimization, culminating in higher-order transitions. The research demonstrates that the mechanisms through which digital transformation enhances the efficiency of regional innovation ecosystems are inherently multidimensional. Its process emphasizes the interaction and collaboration between various mechanisms, and is the main factor that affects the internal innovation process of the system and then externalizes into efficiency results.Finally, based on the current situation of regional innovation ecosystem construction in China, suggestions and strategies were proposed, including improve the evaluation system of regional innovation ecosystem from the perspective of efficiency, emphasize the transformation characteristics of digitization on regional innovation ecosystem, and plan long-term strategies for efficient regional innovation ecosystem. This research provides valuable insights for constructing high-efficiency regional innovation ecosystems in China. Future research should focus on the impact boundaries and dynamic effects of digital transformation in driving improvements to regional innovation ecosystem efficiency. Moreover, it is essential to adopt quantitative research methods to further refine the mechanisms, offering a more comprehensive and evidence-based understanding of its contributions and limitations.
