【摘要】 为应对我国人才创新思维和能力终身培育体系的结构性挑战，旨在系统解构国际先进经验，构建本土化的终身培育体系框架。采用比较分析法与案例研究法，深入剖析国际组织与主要发达国家在创新思维与能力终身培育方面的理论支撑、政策引领、路径培育与质量保障机制。研究发现：国际共识体现为以“连续性理论模型为引领、协同性政策制度为支撑、贯通式培育路径为实践、专业化质量保障为闭环”的四维生态系统，其根本特征是打破了各教育阶段间的壁垒。我国推进创新思维与能力终身培育需要系统性改革，未来可通过确立创新思维和能力的终身培育理念、深化创新思维和能力的终身培育制度改革、建设创新思维和能力的终身培育资源共享平台、强化创新思维和能力的终身培育保障机制、打造多样性与包容性的创新思维和能力的终身培育文化等，推动我国创新创业人才培育可持续发展。更多还原

【Abstract】 To address the structural challenges in China’s lifelong cultivation system for innovative thinking and capabilities among its talent, this study aims to systematically deconstruct international best practices to construct a localized framework for lifelong cultivation. Employing comparative analysis and case studies, it delves into the theoretical foundations, policy guidance, developmental pathways, and quality assurance mechanisms adopted by international organizations and major developed nations in fostering lifelong innovation. Study findings indicate that international consensus reveals a four-dimensional ecosystem characterized by: a continuous theoretical model as the guiding principle; coordinated policy systems as the foundation; integrated development pathways as the practice; and specialized quality assurance as the closing loop. Its fundamental feature lies in breaking down barriers between educational stages. Advancing lifelong innovation thinking and capability cultivation in China requires systemic reform. Future efforts should focus on: establishing a lifelong cultivation philosophy; deepening institutional reforms; building resource-sharing platforms; strengthening safeguards; and fostering a diverse and inclusive cultivation culture. These measures will promote the sustainable development of China’s innovation and entrepreneurship talent cultivation.更多还原
