【摘要】 构建中小学教材质量监测体系是回应高质量教材与教材高质量发展时代命题，破解中小学教材质量保障与评价现实困境，助推教材编研、出版、选用工作科学化进程的重要举措。构建中小学教材质量监测体系首先要明确“谁来监测”，要统筹行政主体，建设职责明晰的中小学教材质量监测管理队伍；依托专业主体，建设专门高效的中小学教材质量监测实施队伍；凝聚社会主体，建设理性参与的中小学教材质量监测监督队伍。中小学教材质量监测内容包括：基于教材内容的文本监测，可服务于教材审核与教材选用；基于教学关系的使用监测，能够聚焦教学适应与过程管理；基于产出导向的结果监测，指向效果反馈与持续改进。要搭建信息化监测平台，确保教材质量监测常态化；利用大数据分析技术，赋能教材监测数据解读；实施监测结果共享模式，推进教材监测结果应用。更多还原

【Abstract】 The establishment of the quality-monitoring system for primary and secondary school textbooks represents a critical initiative to respond to the contemporary topic for high-quality textbooks and the high-quality development of textbooks, tackle the practical dilemma in textbook quality assurance and evaluation, and advance the scientific development of textbook compilation, research, publication, and selection. To establish this system, we must define those conducting monitoring and coordinate administrative entities so as to build a managerial team with clear responsibilities for textbook quality monitoring; build a specialized and highly-efficient team to conduct textbook quality monitoring by relying on professional entities; and gather social entities to build a supervisory team committed to rational participation in textbook quality monitoring. The monitoring includes textbook content-based text monitoring, which serves textbook review and selection; the teaching relationship-based monitoring of the use of textbooks, which focuses on teaching adaptation and process management; and the outcome-oriented monitoring, which targets effect feedback and continuous improvement. We need to build an information-based monitoring platform to ensure the regular monitoring of textbook quality; empower the interpretation of textbook-monitoring data by leveraging big data analytics; and practice a model of sharing monitoring results to promote the application of monitoring findings.更多还原
