【摘要】 研究以国家网络安全人才与创新基地为实证对象，通过构建协同效应评价模型，深入分析基地驱动力构成要素及其作用路径，系统阐述培养目标、培养过程、培养主体三个层面的协同机制运作规律。实证测评结果显示，基地驱动下的协同机制在人才培养规模扩大、质量提升、效率改善等方面效果显著，学生规模年增长率达25%，产学研合作项目达341项，形成了政府引导、高校供给、企业参与的良性协同生态。研究揭示了网络安全基地通过政策集成和资源聚集双重驱动力，有效激活和整合各类培养要素，为构建适应数字经济发展需求的网络安全人才培养体系提供重要参考。更多还原

【Abstract】 The research takes the National Cybersecurity Talent and Innovation Base as the empirical object, and constructs a collaborative effect evaluation model to deeply analyze the constituent elements and action paths of the base’s driving force, and systematically elaborates the operational rules of collaborative mechanisms at three levels: training objectives, training processes, and training subjects. The empirical evaluation results show that the collaborative mechanism under the base’s driving has significant effects in expanding the scale of talent training, improving quality, and enhancing efficiency. The annual growth rate of student scale reaches 25%, and industryuniversity-research cooperation projects reach 341, forming a benign collaborative ecosystem of government guidance, university supply, and enterprise participation. The research reveals that cybersecurity bases effectively activate and integrate various training elements through the dual driving forces of policy integration and resource aggregation, providing important reference for constructing a cybersecurity talent training system that adapts to the development needs of the digital economy.更多还原
