【摘要】 在数字政府建设中，为充分发挥数字技术的赋能效应，推动政府科层组织的数字化转型，需要数字技术与政府科层组织在双向互构中实现彼此适配。本研究运用扎根理论方法对39份数字政府建设政策文本进行分析，建构了数字技术与政府科层组织的“适配性互构”理论框架。数字技术的应用改变了政府科层组织运行的任务环境，创新了政府科层组织的运行模式，从而引发政府科层组织运行的行政生态变化。政府科层组织从结构、管理、理念、功能、制度等5方面进行系统性变革以适配数字技术应用。同时，政府科层组织也通过强化标准制定、设定技术应用场景、构建技术支撑和保障体系，反向规制技术的应用路径并保障技术的迭代创新。适配性互构是技术赋能与组织韧性协同演化的结果，最终旨在实现组织增益和服务增效。更多还原

【Abstract】 In the construction of digital government, realizing the enabling effects of digital technology and promoting the digital transformation of government bureaucratic organizations require mutual adaptation between technology and government bureaucratic organizations through bidirectional construction. Employing the grounded theory method, this study analyzes 39 digital government policy texts to construct an "adaptive mutual construction" theoretical framework for digital technology and government bureaucratic organizations. The application of digital technology alters the operational task environment of bureaucratic organizations, innovates their operational patterns, and thereby triggers changes in their administrative ecology. Government bureaucratic organizations undergo systematic reforms in five dimensions including structure, management, philosophy, function, and institution, to adapt to digital technology applications. Simultaneously, these organizations regulate technology applications and ensure iterative innovation by strengthening standard-setting, defining application scenarios, and establishing technical support systems. Adaptive mutual construction is the result of the co-evolution of technological empowerment and organizational resilience, ultimately aiming to achieve organizational enhancement and service efficiency.更多还原
