【摘要】 “十五五”规划时期，高校图书馆作为支撑教育强国、科技强国的重要支柱，文献资源建设与转型已成为学界、业界关注的焦点问题。为稳步推进及共商共促，江苏省高校图书情报工作委员会文献资源建设专业委员会于 2025 年 10 月在无锡举办“构建现代化高等学校图书馆文献资源建设体系”专题研讨会，省内外80 余所高校图书馆及相关行业 200 余人参会。会议系统复盘 “十四五”江苏高校图书馆文献资源建设成效，聚焦“开放获取生态构建”“ 技术赋能”“文献资源建设提质”“协同生态构建” 四大核心议题，形成“省级统筹、技术赋能 、生态共建” 实践路径，明确从“资源保障”向“知识服务”的转型目标。专委会整合政策、实践与产业视角，遴选、剖析创新实践案例，为江苏高校图书馆文献资源建设转型提供理论参考与实践范式，对全国省域高校图书馆具有示范价值。更多还原

【Abstract】 During the period of the “15th Five-year Plan”,university libraries serve as a crucial pillar supporting the building of a strong education country and a strong science and technology country.The development and transformation of literature resources have become a focus of attention in both academic and industrial circles.To advance this initiative steadily through joint discussion and promotion,the Literature Resource Construction Special Committee of Jiangsu Academic Library and Information Work Committee held a thematic seminar titled “Constructing a Modern Literature Resource Development System for Institutions of Higher Education” in Wuxi in October 2025.More than 200 participants from over 80 university libraries inside and outside Jiangsu Province,as well as relevant industries,attended the seminar.The seminar systematically reviewed the achievements of literature resource development in Jiangsu university libraries during the “14th Five-year Plan” period,and focused on four core topics:“construction of open access ecology” “technology empowerment” “quality improvement of resource development” and “construction of collaborative ecology”.It formulated the practical path of “provincial-level overall planning,technology empowerment,and ecological co-construction”,and clarified the transformation goal from “resource guarantee” to “knowledge service”.The Special Committee integrated perspectives from policy,practice,and industry,selected and analyzed innovative practical cases,providing theoretical references and practical paradigms for the transformation of literature resource development in Jiangsu university libraries.These experiences hold demonstrative value for university libraries across all provinces in China.更多还原
