【摘要】 系统探究开放公共数据与政府治理能力的内在关系，有利于揭示“对数据治理”与“依数据治理”的范式转换逻辑。在数字化转型背景下，开放公共数据通过重塑治理理念、调整治理结构、优化治理过程与转变治理模式，能够有效推动政府治理能力实现现代化转型。基于多期双重差分模型的实证检验发现，开放公共数据对提高政府治理能力产生正向促进作用。上述关系以提升政府信息透明度和促进数字政府转型为双重路径，且当地区公共数据开放质量和数字基础设施水平越高时，效果越显著。所得结论有利于深化公共数据治理效应和政府治理能力影响因素的相关研究，为完善数据治理和提升政府治理能力提供政策启示。更多还原

【Abstract】 Systematically examining the relationship between open public data and government governance capacity helps reveal the paradigm shift from “governing data” to “governing by data”. Within the digital transformation context, open public data drives the modernization of government governance capacity through comprehensive reforms across four dimensions: reshaping governance philosophies, restructuring governance frameworks, optimizing governance processes, and transforming governance models. Empirical analysis using a multi-period difference-in-differences(DID) model provides direct evidence that open public data enhances government governance capacity. The above relationship is to enhance the transparency of government information and promote the transformation of digital government into a twoway path, and the higher the quality of regional public data opening and the better the level of digital infrastructure, the more significant the effect. The research conclusions are conducive to deepening the relevant research on the effects of public data governance and the influencing factors of government governance capacity, and providing policy implications for improving data governance and improving government governance capacity.更多还原
