【摘要】 环境规制是实现绿色发展的基本举措，如何应对环境规制对经济增长造成的影响，是新时代高质量发展面临的治理难题。本文首先将偏向型技术进步嵌入经典内生增长模型，通过纳入数字经济和环境规制的影响而重构生产函数，构建了刻画数字经济产生的“数据要素×”作用于生产研发过程、同时细分环境规制为环境税和研发补贴的新理论框架，系统探究环境规制造成的“增长困局”，并分析数字经济的对冲效应如何有效破解这一困局。其次基于283个地级及以上城市2011—2022年的面板数据，对理论结论进行实证检验。研究发现：为了实现绿色发展而实施的环境规制会冲击经济增长进而造成“增长困局”；数字经济可以有效调节和对冲环境规制对经济增长的冲击，从而破解环境规制的“增长困局”。具体而言，环境规制通过抑制污染型生产而影响经济增长，而数字经济则通过驱动技术创新发挥调节和对冲效应。本文为充分发挥数字经济这一新质生产力在绿色高质量发展中的驱动作用提供了理论支撑和政策启示。更多还原

【Abstract】 In recent years, China has been vigorously promoting ecological civilization construction, with a continuous decline in carbon emission intensity, a leading global scale of renewable energy, and a significant improvement in ecological environment quality. China is moving towards green and high-quality development. In the process of achieving Chinese modernization, in the face of the current environmental pollution challenges, formulating practical environmental regulation policies and identifying the driving force for high-quality economic development are the basic approaches to achieving the compatibility of environmental protection and economic development. However, existing theoretical frameworks and empirical tests have not yet provided reasonable explanations for how to break the “growth dilemma” of environmental regulations. Existing research mainly focuses on the following aspects. Firstly, environmental regulations affect economic growth. Environmental regulations are important regulatory instruments to ensure sustainable development in the process of economic development, but their impact on economic growth remains inconclusive. Secondly, the digital economy affects economic growth. In relevant research on the impact of the digital economy on economic growth, the key role of data elements has been widely recognized. Thirdly, as a “new engine” for economic growth, the digital economy is constantly reconstructing all aspects of production through its network effects, multiplier effects, and the continuous emergence of disruptive innovations. It is having a disruptive impact on the economic system. However, existing literature rarely analyzes environmental regulations, the digital economy, and economic growth in the same theoretical framework, and has not yet reached a consistent conclusion. In the era of the digital economy, how environmental regulation policies affect economic growth and whether they can reduce or offset the impact of environmental regulations on economic growth, and break the “growth dilemma” of environmental regulations are important scientific issues for achieving green and high-quality development. Therefore, it is urgent to explore their internal mechanisms.Firstly, this paper proposes to use the digital economy to break the “growth dilemma” of environmental regulations from an ideological perspective. This paper proposes a digital economy solution to break the “growth dilemma” of environmental regulations from the perspective of regulation and offset, explores its internal influence mechanism and transmission path, and provides new path exploration and theoretical support for green and high-quality development. Secondly, in the theoretical model framework, this paper reconstructs the production function based on endogenous growth theory and biased technological progress framework, captures the role of the digital economy, characterizes the multiplier effect of data elements in the production and R&D process, incorporates the impact of environmental regulations, and constructs an “environmental regulation-digital economy-economic growth model”. Thirdly, in terms of the research paradigm, this paper expands the existing research methods on the impact of environmental regulations on economic growth in the era of the digital economy through mathematical models and empirical tests, achieving a logical closed loop, with both theoretical basis and real data support. This paper finds that environmental regulations implemented for green development will impact economic growth and cause a “growth dilemma”; The digital economy can effectively regulate and offset the impact of environmental regulations on economic growth, thereby breaking the “growth dilemma” of environmental regulations. Environmental regulations affect economic growth by suppressing polluting production, while the digital economy exerts an offsetting effect by driving technological innovation. This conclusion provides theoretical support and policy implications for fully leveraging the offsetting effect of the digital economy.This paper has strong inspiration and policy significance, indicating that the digital economy is the key to breaking the “growth dilemma” of environmental regulations and achieving green and high-quality development in the new era. Firstly, it is necessary to improve the environmental regulation system. Environmental regulations are the only way to fundamentally improve ecological problems. The government should optimize the environmental regulation system based on local realities. It is necessary to scientifically determine the intensity of environmental regulations and reasonably select the form of environmental regulations. Differentiated policies should be adopted to explore reasonable and effective combinations of environmental regulations. Secondly, it is necessary to promote the development of the digital economy to make it a continuous driving force for the coordinated development of the environment and the economy.
