【摘要】 立足于中国遭受外部技术封锁的现实背景，聚焦“双循环”新发展格局下国内、国际技术循环之间的对冲关系，探索以科技创新双循环共轨驱动科技自立自强的可能性及机制。研究结果显示：国内技术循环促进了中国科技自立自强，能有效对冲国际技术循环对中国科技自立自强的破坏性影响；在国际技术循环的冲击下，国内技术循环对中国科技自立能力的促进效果被削弱，同时国内技术循环对中国科技自强水平的影响表现出“N型”趋势。因此，应持续建设国内技术循环，合理配置国际技术循环，培育双循环良性共轨机制；应重视不同产业类型的差异性，认清第二产业实现科技自立自强的长期性。更多还原

【Abstract】 Based on the realistic background of technological blockade, this paper focuses on the counterbalancing relationship between domestic and international technological circulations under the new development pattern of “dual circulation”, and explores how to drive self-reliance and self-strengthening in science and technology through the common track of the dual circulation of scientific and technological innovation. The results show that the domestic technological cycle has promoted China’s self-reliance and self-strengthening in science and technology, and can effectively counteract the possible destructive impact of the international technological cycle. Under the impact of the international technological cycle, the promoting effect of the domestic technological cycle on China’s self-reliance in science and technology has been weakened. Meanwhile, its influence on China’s level of self-strengthening in science and technology shows an “N-shaped” trend. Therefore, the domestic technology cycle should be continuously built, the international technology cycle should be rationally allocated, and a benign common track mechanism of the dual circulation should be cultivated. An efficient domestic technology cycle is a necessary prerequisite for achieving the coordinated and common track of the dual circulation. The differences among various industrial types should be emphasized, and the long-term nature of achieving self-reliance and self-strengthening in science and technology in the secondary industry should be recognized.更多还原
