【摘要】 群众“获得感”是衡量公共服务效能的关键指标，既有研究视公共服务价值共创为共同生产的新趋势以解释群众高获得感的内涵，但鲜少揭示其驱动机制。文章基于“条件—过程机制—结果”框架，通过观察省级文旅公共服务供给实践，探究共同生产转向价值共创的驱动机制。研究发现，国家发展导向、地方政府转型及公共服务供需矛盾构成转向的充分条件。而“一核多元”要素结构在共同生产中，借助利益耦合机制中的需求识别、资源交互、叙事整合完成多元价值识别；利用跨界行动机制通过政府主导的多元主体跨界行动维持多元价值互嵌；通过多向正反馈激励机制在多主体良性互动中促成价值迭代。三种机制的良性互动，构成价值共创的必要条件。文章揭示了多要素互动在价值共创中的关键作用，从中观层面丰富和完善了公共服务价值共创的理论与实践框架。更多还原

【Abstract】 A “sense of gain” is a key indicator for assessing the effectiveness of public services. While existing studies increasingly frame public service value co-creation as an emerging extension of co-production to explain heightened public satisfaction, the mechanisms that drive this shift remain insufficiently examined. Drawing on a “conditions-process mechanisms-outcomes” analytical framework, this study investigates the drivers behind the transition from co-production to value co-creation through an in-depth examination of provincial-level cultural and tourism public service practices. The findings show that national developmental orientations, local government transformation, and persistent supply-demand tensions constitute the enabling conditions for this transition. Within a “core-multi-actor” operational structure, three interlocking mechanisms support value co-creation: an interest coupling mechanism that facilitates the identification of plural values through demand articulation, resource interaction, and narrative integration; a cross-boundary action mechanism through which government-led collaborative actions sustain the embedding and alignment of diverse values; and a multi-directional positive-feedback incentive mechanism that fosters iterative value enhancement through constructive multi-actor interaction. The synergistic functioning of these mechanisms forms the necessary conditions for achieving value co-creation. This study highlights the pivotal role of multi-element interaction at the meso level and contributes to refining the theoretical and practical frameworks of public service value co-creation.更多还原
