【摘要】 为了推动集群内企业在合规经营的基础上，释放创新活力，实现高质量发展，文章构建“邻居”合规与企业创新的CES生产函数模型，对“邻居”合规如何影响企业创新进行理论分析，再使用2000～2022年A股上市公司数据进行实证分析，并通过工具变量外生性检验和多时点DID及动态效果检验方法进行稳健性检验。研究发现“邻居”合规能促进企业创新水平的提升，机制包括减少企业融资约束、提高企业管理效率以及增加企业政府补贴。文章的政策启示在于政策制定者应从强化“邻居”合规的引导作用、优化融资环境、促进管理效率提升等多个方面入手，为企业创新提供更有力的支持。更多还原

【Abstract】 To foster innovation vitality within industrial clusters and advance high-quality development grounded in regulatory compliance, this study constructs a CES production function model to analyze the relationship between “neighbor” compliance and corporate innovation. Drawing on data from Chinese A-share listed firms between 2000 and 2022, we employ instrumental variable techniques and conduct robustness checks using multi-period Difference-in-Differences(DID) models and dynamic effect analysis. The results indicate that “neighbor” compliance significantly promotes corporate innovation, operating through mechanisms such as reducing financing constraints, enhancing managerial efficiency, and increasing access to government subsidies. Policy implications suggest that regulators should strengthen the guiding role of “neighbor” compliance, improve the financing environment, and enhance managerial and institutional efficiency, thereby providing stronger systemic support for corporate innovation.更多还原
