【摘要】 文章从短期目标导向视角重新审视地方政府的财政支出结构。通过构建一个包含地方政府内生支出决策的动态随机一般均衡模型，分析了地方政府短期目标导向影响财政支出结构的具体内在机制。研究发现：第一，在地方政府的短期目标导向冲击下，投资性支出存在投资调整成本、教育支出具有时间滞后性及累加性、民生补贴性支出具有溢出和挤出效应等特征，是影响地方政府支出决策的重要渠道；第二，地区间竞争对各类财政支出的产出效应存在一个放大机制。此研究不仅为解释地方财政支出结构形成提供了一个全新视角，也为进一步完善地方财政支出结构提供了思路。更多还原

【Abstract】 This paper revisits the structure of local government fiscal expenditures from the perspective of short-term goal orientation. By constructing a dynamic stochastic general equilibrium(DSGE) model that incorporates local governments’ endogenous expenditure decision-making, it analyzes the internal mechanisms through which short-term goal orientation influences fiscal expenditure structure. The study finds that: first, under the influence of local governments’ short-term goal orientation, characteristics inherent in different expenditure types-such as investment adjustment costs associated with investment spending, time lags and cumulative effects in education expenditure, and spillover and crowding-out effects in livelihood subsidy spending-serve as important channels shaping fiscal decisions. Second, regional competition acts as an amplifying mechanism, intensifying the impact of these expenditure characteristics on the local fiscal expenditure structure. This research offers a novel perspective for understanding the formation of local fiscal expenditure structures and provides insights for further optimization of local fiscal spending patterns.更多还原
