【摘要】 在外部风险加剧背景下，如何发挥智慧供应链政策组合效能来提升企业韧性，并落实数智化与供应链现代化的双重战略，已成为当前中国亟待解决的重要问题。文章基于2010—2023年A股上市企业面板数据，选取“宽带中国”与“供应链创新与应用”战略构建智慧供应链复合政策，并基于双重机器学习模型，探索智慧供应链政策协同赋能企业韧性的多维效应。研究发现：智慧供应链政策对企业韧性具有协同共促效应，且相较于单一政策，政策协同的赋能效果更为明显；智慧供应链政策通过增强供应链关系稳定性、降低供应链风险水平、促进专业化分工和提高资源配置效率等渠道实现供应链生态优化与企业要素重组，进而有效提升企业韧性，且渠道间存在潜在影响关系；对于高产业集聚水平和低市场分割程度区域以及低市场地位和高ESG水平企业，智慧供应链政策协同赋能企业韧性的效果更突出；此外，政策赋能效果具有非对称溢出效应，并可以通过后向溢出作用增强供应商企业韧性。文章为地方政府优化智慧供应链试点布局，统筹发挥政策叠加效能，有效提高企业韧性具有重要启示。更多还原

【Abstract】 Against the backdrop of escalating external risks,leveraging the combined effect of smart supply chain policies to enhance enterprise resilience and implement the dual strategies of digitalization and supply chain modernization has become an urgent issue. This paper,based on the panel data of A-share listed companies from 2010 to 2023,selects the " Broadband China" and " Supply Chain Innovation and Application" strategies to construct a composite smart supply chain policy. Using a double machine learning model,it explores the multi-dimensional effects of policy synergy in empowering enterprise resilience. The research finds that the smart supply chain policy has a synergistic effect on enhancing enterprise resilience,and the empowerment effect of policy synergy is more significant than that of a single policy. The smart supply chain policy achieves supply chain ecosystem optimization and enterprise element reorganization through channels such as enhancing supply chain relationship stability,reducing supply chain risk levels,promoting specialized division of labor,and improving resource allocation efficiency,thereby effectively enhancing enterprise resilience. Moreover,there are potential interrelationships among the channels. For regions with high industrial agglomeration levels and low market segmentation degrees,as well as enterprises with low market positions and high ESG levels,the effect of policy synergy in empowering enterprise resilience is more prominent. Additionally,the policy empowerment effect has an asymmetric spillover effect,enhancing the resilience of supplier enterprises through backward linkages. This study provides important implications for local governments to optimize pilot layouts,coordinate the superimposed effects of policies,and effectively enhance enterprise resilience.更多还原
