【摘要】 推进农业农村现代化，是全面建设社会主义现代化国家的重大任务，创建国家现代农业示范区是推进中国特色农业现代化的积极探索和重要举措。原农业部先后于2010年、2012年和2015年，通过“典型引路、以点带面”的示范带动策略，分三批认定了283个国家现代农业示范区，旨在引领区域农业现代化发展。在经典政府激励模型的基础上，构建了示范创建与农业生产效率的理论模型分析框架，并运用多期DID模型实证检验建设现代农业示范区在提升农业产出、推动农业现代化发展中的作用。研究发现，示范创建能够激励地方政府加大对农业发展的投入，示范区创建后，相关地区农林牧渔业增加值提高了2.8%，且通过了平行趋势检验和Bacon分解。稳健性检验发现，县级示范区、大中城市郊区示范区和优势农产品区域示范区的示范创建效果明显，但创建地市级示范区的效果不显著。机制分析发现，示范创建实施后，政府财政支农投入、农业技术推广投入水平以及农业产出水平均有所提升。创建国家现代农业示范区对推动农业农村现代化发展具有重要意义，但政策的实施应当更加精准，合理优化空间布局，控制创建范围，并提升对财政、科技的投入水平。更多还原

【Abstract】 Promoting agricultural and rural modernization is a significant task in the comprehensive construction of a modernized socialist country.The establishment of national modern agricultural demonstration zones is an active exploration and important initiative for advancing agricultural modernization with Chinese characteristics.However,has the establishment of modern agricultural demonstration zones truly played a role in enhancing agricultural output and promoting agricultural modernization?Based on a classic government incentive model,this study constructs a theoretical model analysis framework for demonstration creation and agricultural production efficiency and employs a multi-period Difference-inDifferences(DID) model for empirical testing.The results indicate that the implementation of demonstration zones can incentivize local governments to increase investment in agricultural development.After the establishment of demonstration zones,the added value of agriculture,forestry,animal husbandry,and fishery in the relevant regions increased by 2.8%,and this result passed parallel trends test and Bacon decomposition.Robustness checks reveal that the demonstration effects are significant in county-level demonstration zones,suburban demonstration zones of medium and large cities,and demonstration zones for advantageous agricultural products,while the effects in city-level demonstration zones are not significant.Mechanism analysis shows that after the implementation of demonstration zone policy,the levels of government financial support for agriculture and agricultural technology promotion have improved,positively impacting agricultural output.The establishment of national modern agriculture demonstration zones is of great significance for promoting agricultural industries and rural modernization.However,the implementation of policies should be more precise,the spatial layout of the zones reasonably optimized,and the financial and technological investment increased.更多还原
