一种基于OODA的海上电磁资源管理系统构想

【摘要】 为了提高对电磁资源的协调管理能力且在指挥控制中能迅速地对电磁资源进行目标分配,融合OODA环提出了一种面向海上的电磁资源管理系统框架。提出在快速感知和认知中OODA环的观察与判断出现融合趋势,并添加了评价评估过程,随后将这种思想融入到系统的资源管理器中并描述资源管理器的组成架构,最后利用应用假设说明电磁资源管理系统的科学性和可行性。

【Abstract】 To enhance coordinated management of electromagnetic resources and enable rapid target allocation during command and control operations, an OODA loop-integrated framework design for electromagnetic resource management in maritime distributed electronic warfare is proposed. A convergence trend between the Observe and Orient phases within rapid sensing and cognitive processes is identified, and an additional assessment procedure is introduced. Subsequently, this conceptual approach is embedded into the system’s resource manager, with detailed descriptions of its architectural composition. Finally, the scientific validity and operational feasibility of the electromagnetic resource management system are demonstrated through a scenario-based case study of maritime distributed electronic warfare.
