【摘要】 为评估承接产业转移对区域碳排放强度的影响，本文基于2007—2022年全国284个地级市的面板数据，以国家级承接产业转移示范区政策为准自然实验，运用多期双重差分模型研究承接产业转移对区域碳排放强度的影响及其作用机制。研究结果表明，国家级承接产业转移示范区设立在总体上能够显著降低示范区城市碳排放强度，促进示范区城市的绿色低碳发展。异质性分析表明，在环境保护重点城市以及高经济密度城市实施国家级承接产业转移示范区政策，能更为显著地降低示范区城市碳排放强度。机制分析表明，国家级承接产业转移示范区政策对于城市碳排放强度的影响受到政府环境治理力度、绿色技术创新水平以及产业结构优化等因素的正向调节作用。本文的研究结论有助于厘清承接产业转移对示范区城市碳排放强度的影响，为科学合理有序推动产业转移提供实证支持，并为我国进一步实现产业优化布局与经济低碳发展提供了政策启示。更多还原

【Abstract】 In order to assess the impact of undertaking industrial transfer on regional carbon emission intensity, based on the panel data of 284 cities in China from 2007 to 2022, this study researches the impact of undertaking industrial transfer on regional carbon emission intensity and its mechanism by using a time-varying DID model based on the natural experiment of national industrial relocation demonstration zones policy. The results show that industrial relocation policies can significantly reduce the cities’ carbon emission intensity and promote the green and low-carbon development of cities. Heterogeneity analysis shows that the implementation of industrial relocation policies in core cities of environmental protection and high economic density cities can significantly reduce the carbon emission intensity of cities in the demonstration zones. Mechanism analysis shows that the impact of national industrial relocation demonstration zones policy on urban carbon emission intensity is positively regulated by government environmental governance, green technology innovation level, industrial structure optimization and other factors. The research conclusions of this paper are useful to clarify the impact of undertaking industrial transfer on the carbon emission intensity of cities in demonstration zones, which provide empirical supports for promoting industrial transfer in a scientific, rational and orderly manner, and provide policy inspirations for further realizing industrial optimization layout and low-carbon economic development in China.更多还原
