【摘要】 大力发展托幼一体服务是《教育强国建设规划纲要(2024—2035年)》与2025年国务院《政府工作报告》共同部署的战略性任务。对相关政策文本的系统分析可以使托幼一体服务得到进一步优化与落实。因此，2021年至今的50份托幼一体服务政策可基于LDA主题模型展开文本挖掘与分析，提炼出“协同管理”“财政保障”“资源统筹”“师资建设”“课程体系”五大主题。与此同时，托幼一体服务面临协同管理制度未健全、托班财政补助难覆盖成本、空余学位转托位面临挑战、师资队伍专业建设保障缺位、托幼衔接课程体系缺乏指导标准等困境，需构建并完善托幼一体服务全方位服务框架、全要素衔接标准、全过程支撑体系。更多还原

【Abstract】 Vigorously developing integrated childcare service and kindergarten is a strategic task jointly deployed in the Outline for Building a Leading Education Nation(2024-2035) and the Report on the Work of the Government of the State Council in 2025. A systematic analysis of policy texts holds significant guiding value for optimizing and implementing integrated childcare service and kindergarten. Based on the Latent Dirichlet Allocation(LDA) topic model, this study explores and analyzes 50 policy documents on integrated childcare service and kindergarten since 2021, and extracts 5 topics: “collaborative management”, “financial support”, “resource coordination”, “teaching workforce development”,and “curriculum system”. Concurrently, integrated childcare service and kindergarten is confronted with several dilemmas: the incomplete collaborative management system, the inability of financial subsidies for nursery classes to cover costs, challenges in converting surplus kindergarten seats into nursery seats, the lack of support for the professional development of teachers, and the absence of guiding standards for the nursery-kindergarten transition curriculum system. To promote high-quality development, it is necessary to construct and improve a comprehensive service framework, full-factor connection standards, and a whole-process support system for integrated childcare service and kindergarten.更多还原
