【摘要】 安全是发展的前提,发展是安全的保障。以新安全格局保障新发展格局为基本导向,从政府部门、企业部门以及金融部门三个层面,探讨“碳达峰”“碳中和”推进中绿色金融风险的生成逻辑和传染机制。研究发现:地方政府债务风险、企业违约风险和金融机构的流动性风险构成了绿色金融风险的主要内容。地方政府债务关联性传染、企业融资方式关联性传染和金融业务关联性传染,在绿色金融风险传染机制中发挥重要作用。应建立“双碳”目标下的货币政策和宏观审慎政策“双支柱”调控框架,在有序推进“双碳”目标中防范并化解绿色金融风险。更多还原

【Abstract】 Security is the prerequisite for development,and development is the guarantee of security.Guided by the new security pattern to ensure the new development pattern,this paper discusses the generation logic and contagion mechanism of green finance risks in the process of carbon peak carbon neutrality promotion from the three levels of government,enterprise and financial sectors. The research finds that local government debt risk,enterprise default risk and liquidity risk of financial institutions constitute the main content of green finance risks. Local government debt-related contagion,corporate financing method-related contagion,and financial business-related contagion play an important role in the green financial risk contagion mechanism.Finally,the article puts forward countermeasures and suggestions to explore the establishment of a two-pillar adjustment framework of monetary policy and macro prudential policy under the “dual carbon” goal,and to prevent and resolve green finance risks in actively and steadily promoting the “dual carbon” goal.更多还原
