“双碳”战略背景下中国蓝色粮仓的安全能力评价
Safety Capacity Evaluation of China′s Blue Granary Under the "Dual Carbon" Strategy
【摘要】 粮食安全,国之大事,保证粮食安全是我国农业部门追求“双碳”目标的首要前提。有着“碳源”和“碳汇”双重角色的海洋渔业如何更好地保障蓝色粮仓建设是一项重要的研究课题。文章基于蓝色粮仓内涵构建了包含供给安全、生态安全、经济安全以及科技安全4个维度的安全能力评价指标体系,采用主客观相结合的赋权方法对中国蓝色粮仓的安全能力进行评价。评价结果由大到小排列为:生态安全、经济安全、科技安全、供给安全,表明蓝色粮仓安全能力与生态具有较强的关联性。同时利用Arcgis10.8自然断裂法进行等级划分,将中国蓝色粮仓安全能力分为较高区、中高区、中低区及较低区四级,并根据各省市等级情况提出相关发展建议。
【Abstract】 Food security, a national priority, serves as the fundamental prerequisite for China′s agricultural sector in pursuing the "Dual Carbon" strategic objectives. The marine fishery industry, which simultaneously functions as both carbon source and carbon sink, presents critical research significance in optimizing its role to enhance blue granary construction. This study establishes a comprehensive safety capacity evaluation index system encompassing four dimensions: supply security, ecological security, economic security, and technological security, based on the intrinsic characteristics of blue granary. Utilizing an integrated subjective-objective weighting approach, the research evaluates the safety capacity of China′s blue granary. The evaluation results reveal the following descending order of security levels: ecological security, economic security, technological security, supply security, indicating a strong correlation between blue granary safety capacity and ecological considerations. Through spatial analysis using ArcGIS 10.8′s natural break method, the safety capacity is classified into four tiers: high-security zone, medium-high zone, medium-low zone, and low-security zone. Region-specific development recommendations are proposed according to provincial-level administrative unit classifications.
