输变电工程的生物多样性影响评价初探
Preliminary study on biodiversity impact assessment of power transmission and transformation project
【摘要】 生物多样性影响评价可为输变电工程建设与运行中的生态保护提供重要依据。已有评价多为案例性质研究,且缺乏工程建设前后的对比性和预测分析,定量化程度有待提高。针对以上,构建了包括物种、生物群落、生态系统3要素,10个指标的输变电工程生物多样性影响评价指标体系,提出了基于熵权法的模糊层次综合评判方法。以某110 kV输变电工程为例进行评价。结果表明:项目建设对沿线生物多样性影响为“极轻微”等级,对物种、群落、生态系统3要素的影响依次减弱,物种多样性影响相对较大,主要缘于对重要物种适宜生境的影响,对生物群落和生态系统多样性影响小。
【Abstract】 Biodiversity impact assessment can provide an important basis for ecological protection in the construction and operation of power transmission and transformation projects.Most of the existing evaluations are case studies, and lack of comparative and predictive analysis before and after the construction of the project, and the degree of quantification needs to be improved.In view of the above, the evaluation index system of biodiversity impact of power transmission and transformation project including three elements of species, biological community and ecosystem and 10 indexes is constructed, and the fuzzy hierarchical comprehensive evaluation method based on entropy weight method is proposed.Taking a 110 kV power transmission project as an example for evaluation.The results show that the impact of project construction on biodiversity along the route is “very slight”,and the impact on species, community and ecosystem is weakened in turn.The impact of species diversity is relatively large, mainly due to the impact on the suitable habitat of important species, and the impact on biological community and ecosystem diversity is relatively small.
