【摘要】 为切实推动水土保持工作高质量发展，梳理了不同时期的网络公示材料，分析了不同环节的问题，探讨了其产生原因。建议建设单位明确建设期管理、施工环节的水土流失防治责任；监管部门明确获取设计依据资料的正规渠道，将水土保持监测抽离市场，纳入行政监管，实行监督性监测；行业管理部门开展专项培训。生产建设项目水土保持工作的重点在于加强水行政主管部门督查监管的同时，督促行业规范管理，形成咨询服务业的良性秩序。更多还原

【Abstract】 To effectively promote the high-quality development of soil and water conservation work,the publicly available materials from different periods were reviewed in this study,the issues at various stages were analyzed,and their underlying causes were explored. It is recommended that construction entities clarify their responsibilities for soil erosion prevention during the construction management and implementation phases. Regulatory authorities should establish formal channels for obtaining design-related materials,remove soil and water conservation monitoring from the market,incorporate it into administrative supervision,and implement supervisory monitoring. Industry management departments were encouraged to conduct specialized training. The focus of soil and water conservation in production and construction projects lay in strengthening oversight by water administrative authorities while promoting standardized industry management to foster a healthy order in consulting services.更多还原
