【Abstract】 Young scientific and technological talents are at the peak of their innovative creativity and are an important part of the country’s strategic talent force. Based on the policy orientation for cultivating young scientific and technological talents and in combination with the practice of cultivating young scientific and technological talents in a certain state-owned research enterprise, this paper deeply analyzes the main existing problems, conducts the analysis of talent growth laws and the practice of talent inventory, draws the curve of talent growth laws, divides the stages of talent growth, clarifies the elements of young talent cultivation, and proposes targeted cultivation strategies in stages.
