【摘要】 在新时代“枫桥经验”的要求下，县域社会治安防控模式需从传统的“专门工作”模式转向“多元共治”，以利应对县域社会治安防控的新挑战。湖北省红安县“铜锣联防”模式是新时代“枫桥经验”指导下县域社会治安防控的典型案例。“铜锣联防”模式分为宏观领导层、微观领导层、执行层、任务层四个层级，各主体间主要存在“领导—监督”“协调—反馈”“供给—参与”三对重要关系。这一模式在红安县取得成功的主要原因在于坚持群防群治，依法治理，将“群众路线”的理念、原则和方法同法治化治理和技术治理有机融合，因地制宜将红色文化符号“铜锣”融入基层治理实践，有效激发了公众的治安防控参与度和积极性，从而在一定程度上以“群防群治”化解了“机械化”“悬浮化”等县域治安防控的固有制度和实践困境。更多还原

【Abstract】 Under the guidance of the new era "Fengqiao Experience", county-level social security prevention and control models need to shift from the traditional "specialized work" approach to "multi-stakeholder governance" to effectively address new challenges in county-level social security prevention and control. The "Tongluo Joint Defense" model in Hong’an County,Hubei Province is a typical case of county-level social security prevention and control under the guidance of the new era’s "Fengqiao Experience". The "Tongluo Joint Defense" model is divided into four levels: macro leadership, micro leadership, execution, and task, with three important relationships between subjects: "leadership-supervision", "coordination-feedback", and "supplyparticipation". The main reason for the success of this model in Hong’an County is that it adheres to the principle of joint defense and governance by the masses, governs by law, and integrates the concept, principles, and methods of the "mass line" with law-based governance and technological governance. It also incorporates the red cultural symbol "Tongluo" into grassroots governance practices in a way that suits local conditions, effectively stimulating the public’s participation and enthusiasm for security prevention and control, thereby to some extent resolving the inherent institutional and practical dilemmas of county-level security prevention and control, such as "mechanization" and "suspension", through "joint defense and governance by the masses".更多还原
