【摘要】 熔盐堆作为一种新堆型，是国际上研究的热点。熔盐堆具有高温常压特性以及良好的固有安全性，且适用于钍铀燃料循环，利于钍资源作为潜在能源的利用。为促进熔盐堆技术的规范化和可持续发展，有必要在核安全监管领域研究针对性的策略和方法。本文以美国NRC已完成审评的Hermes安全分析报告作为研究对象，结合我国法律法规及监管经验，归纳分析监管方面的差异性，评价我国法律法规体系的适用性。通过研究，总结出熔盐堆设施概述部分安全分析的审评及监管重点，提出我国法律法规制修订建议。更多还原

【Abstract】 Molten salt reactor, as a new type of reactor, is a hot research topic internationally. Molten salt reactors have high temperature and atmospheric pressure, as well as good inherent safety, and are suitable for the thorium uranium fuel cycle, which is conducive to the utilization of thorium resources as potential energy sources. It is necessary to promote the application and development of molten salt reactor technology in the corresponding evaluation and regulatory fields simultaneously. This article takes the Hermes safety analysis report that has been reviewed by the US NRC as the research object, and combines with China’s laws, regulations, and regulatory experience to summarize and analyze the differences in review and management, and evaluate the applicability of China’s laws and regulations. Through research, summarize the focus of safety analysis evaluation and supervision in the overview of molten salt reactor facilities, and propose suggestions for the revision of China’s legal regulations.更多还原
