战略科学家如何“制度创业”:高校重大科技基础设施建设的案例分析
How Strategic Scientists Engage in Institutional Entrepreneurship: A Case Study of the Construction of Major Scientific and Technological Infrastructure in Universities
【摘要】 制度创业理论指出了制度创业者在推动制度变革中的重要性,但对于由谁以及如何实现目标的策略过程却鲜有明确答案。本研究以华中科技大学脉冲强磁场实验装置为个案,综合运用档案法、观察法和深度访谈法等方法搜集资料和数据,深入剖析战略科学家在建设高校重大科技基础设施过程中如何进行“制度创业”。研究发现,意义建构、资源动员、关系重塑是战略科学家获取组织合法性和提升组织效率的主要策略。这些策略本身相互关联,彼此交迭渗透,既体现出战略科学家协同高校科技创新的嵌入能动性,也对制度创业共同体的关系进行了设定、调节和规制。
【Abstract】 Institutional entrepreneurship theory underscores the significance of institutional entrepreneurs in driving institutional change, yet offers limited clarity on the strategic processes regarding who undertakes such actions and how they achieve their goals. Using the case of the Pulsed High Magnetic Field Facility at Huazhong University of Science and Technology, this research employs archival research, observation, and in-depth interviews to gather data, analyzing how strategic scientists perform "institutional entrepreneurship" in developing major scientific and technological infrastructure in universities. The study indicates that meaning construction,resource mobilization, and relationship remodeling are core strategies through which strategic scientists gain organizational legitimacy and improve efficiency. These strategies, inherently interconnected and overlapping, not only exemplify the embedded initiative of strategic scientists in collaborative university innovation, but also configure, adjust, and regulate the relationship within the institutional entrepreneurial community.
