【摘要】 数智时代如何发挥数字技术的作用来实现一体推进“三不腐”协同治理是反腐败斗争的重要命题。数字技术背后存在的工具与动力认知张力为腐败治理数字化转型带来应用困惑。本文构建适用于中国反腐情境的技术化协同机制分析模型（T-CGRs），对浙江省H市Y区一体推进“三不腐”数字化实践进行考察来回应认知张力，发现在实际运行中数字技术通过伦理认同机制、制度更新机制、组织适配机制与联合行动机制发挥着外促工具与内驱动力的双重作用，以此达到同时、同向、综合发力的协同效果。但实践中也存在着伦理观念隔阂、制度供给迟滞、组织兼容不足、行动合力弥散等潜在风险，尚未达到最佳效果。为打赢反腐败斗争攻坚战、持久战、总体战，需要从伦理、制度、组织、行动四个维度出发，通过增强伦理共识力、规范保障力、敏捷执行力与多元协同力，进一步强化数字技术双重驱动作用，持续提升一体推进“三不腐”协同效能。更多还原

【Abstract】 How to leverage digital technology to realize the collaborative governance for the integrated advancement of the“Three Non-corruption”(no daring to corrupt,no ability to corrupt,no desire to corrupt)in the Digital-Intelligent Era is a crucial proposition in the anti-corruption campaign.The cognitive tension between tools and driving forces behind digital technology has caused practical confusion in the digital transformation of corruption governance.This study constructs an Analytical Model of Technological Collaborative Governance Mechanism(T-CGRs)suitable for China’s anti-corruption context and examines the digital practice of the integrated advancement of the“Three Non-corruption”in Y District,H City,Zhejiang Province to address the aforementioned cognitive tension.The study finds that in actual operation,digital technology exerts a dual role as both an external promotion tool and an internal driving force through the ethical identification mechanism,institutional updating mechanism,organizational adaptation mechanism and joint action mechanism,thereby achieving the collaborative effect of simultaneous,synchronized and comprehensive efforts.However,there are also potential risks in practice,such as gaps in ethical concepts,lag in institutional supply,insufficient organizational compatibility and dispersion of joint action force,which prevent the achievement of the optimal effect.To win the tough,protracted and comprehensive battle against corruption,it is necessary to proceed from the four dimensions of ethics,institution,organization,and action:by enhancing ethical consensus capacity,normative guarantee capacity,agile execution capacity and diversified collaboration capacity,the dual driving role of digital technology should be further strengthened to continuously improve the collaborative effectiveness of the integrated advancement of the “Three Non-corruption”.更多还原
