地质灾害监测预警工程预警能力评估方法研究

【摘要】 地质灾害监测预警工程预警能力综合分析与评估是一项复杂的系统工程。通过对大量监测预警工程的现场调查、归类分析、作用归纳,利用层次分析原理对其现状预警能力评估进行了研究,建立了一个多层次、多指标的评价结构体系,其中目标层为监测预警功能,准则层选取监测设备布设、监测设备适用性及传输管理能力为评判指标,指标层选取设备布设合理性、安装可靠性、设备适用性、选参适当性、信息传输和预警能力表征其属性和作用,确定评价目标与各层指标所表征的属性和相互关系,以定性定量相结合的方式评价监测预警工程的现状预警能力状况,并按评估分值评判为良好、中等、差三个级别。实例应用表明此方法能够客观合理地评估地质灾害监测预警工程现状预警能力的实际状况。

【Abstract】 The comprehensive analysis and evaluation of early warning capability of geological hazard monitoring and early warning is a complex systematic project. Based on field investigation, classification analysis and function induction of a large number of monitoring and early warning projects, this paper have studied the evaluation of the status quo capability of monitoring and early warning projects by using principle of system analysis. A system including multi-level and multi-index evaluation structures has been established. The target layer is monitoring and early warning capability. The criterion layer covers monitoring equipment layout,monitoring equipment applicability and transmission management capability. The index layer includes reasonable layout of equipment, reliability of equipment installation, applicability of equipment, correct parameters,information transmission, early warning capacity, which comprehensively represent their characteristics and function. The real-time monitoring and early warning on projects have been evaluated with qualitative and quantitative methods to classify into good, medium and poor three levels. An example shows that this method can reasonably evaluate the specific situation of the current warning capability of geological hazard monitoring and early warning engineering.
